As the largest school district in Orange County, Capistrano Unified School District recognizes the richness that many cultures and languages bring to our schools and our communities. Our commitment to engaging students in meaningful, challenging, and innovative educational experiences is reflected in our work to promote biliteracy and bilingualism. We believe this important work does not only mean supporting the language development of our English Language Learners (EL), but also paving their way to fully and meaningfully access and participate in high levels of learning in all content areas.  
 

EL Master Plan 

CUSD's EL Master Plan has been developed to align to the
guiding principles of the CA EL Roadmap. This approach
ensures that our District's policies and practices are
coherent, articulated, and have the primary objective of
supporting the needs of our English Learner students and
families.

ENGLISH LEARNER FAQS

Who is identified as an English Learner?
An EL is a TK–12 student who, based on the results of the English Learner Proficiency Assessments for California (ELPAC), has not developed listening, speaking, reading, and writing proficiencies in English sufficient for participation in the regular school program.
