Permit Process for E-Bikes

Students are required to apply for a permit if they are planning on riding a bike to school. Permit requirements may vary depending on your student’s school. Please check your school’s website or contact the office regarding the application process. Once your student has completed the application process, they will receive a parking permit placard to be placed on their bike.  
 
Students who do not have a permit will not be allowed to ride to school. A student’s parking permit is a privilege and may be revoked based on not following behavior expectations and behaving unsafely arriving to and leaving campus.
 
All bikes parked on campus will be required to display a Parking Permit. Like the high school parking permits, students will need to renew these annually. There will be no fee for the initial parking permit.

Enforcing protocols for Electronic Bike (eBike) Safety including:
       a. Storage-eBikes should be stored in a designated area on campus, on a hard and level surface with the capacity to hold all bikes permitted through the school. eBikes should never block ingress or egress or be placed in any location that would compromise safety and access.
       b. Charging-Students using eBikes need to charge their equipment prior to arriving on campus. District outlets should not be used for charging.
       c. Security-It is the responsibility of the student to lock and secure the eBike. The District is not responsible for damage or theft of eBikes on campus, or enroute to and from campus.
      d. Permits-Each site is responsible for establishing a process for the distribution of permits for eBikes, which includes education, an application process, and is based on the maximum storage capacity at a particular site.
      e. Education-Each site will require a student to complete a safety training and pass a quiz on the material as part of the permit requirements.
      f. Placards-Each site will develop and distribute a parking placard for eBikes that indicates all requirements for registration and training have been met. The placard must be attached and visible at all times on campus. Sites have the discretion to determine the location of the eBike placard.
      g. Class 3 eBikes-Individuals must be 16 years of age to operate a Class 3 eBike.
      h. Enforcement-eBikes without school-issued placards, and eBikes blocking ingress/egress or walkways, will be confiscated and students will be subject to progressive discipline.
      1. Safety-Students must walk eBikes upon entering campus and at all times while on
campus, including parking lots and pathways, Students in possession of an eBike
must have a helmet with them while they are with their eBike (CVC 21212a,
21235)

CVC 407.5(a) – Defines what a motorized scooter is.
    •  
A “motorized scooter” is any two-wheeled device that has handlebars, has a floorboard that is designed to be stood upon when riding, and is powered by an electric motor. This device may also have a driver seat that does not interfere with the ability of the rider to stand and ride and may also be designed to be powered by human propulsion.
 
Operators of motorized scooters:
  1. Are subject to same laws as driver of a vehicle (ride in direction of traffic, not against it, while on a highway)
  2. Are subject to same lighting requirements during darkness
  3. Do not need Insurance, registration or a license plate
  4. Must ride on right side of the roadway
  5. If bicycle lane is present, must ride within bicycle lane
 
Shall not operate a motorized scooter:
  1. Unless it is equipped with a brake
  2. Without wearing a properly fitted and fastened bicycle helmet, if the operator is under 18 years of age.
  3. Without a valid driver’s license or instruction permit.
  4. With any passengers in addition to the operator.
  5. Carrying any package, bundle, or article that prevents the operator from keeping at least one hand upon the handlebars.
  6. Upon a sidewalk, except as may be necessary to enter or leave adjacent property.
  7. On the highway with the handlebars raised so that the operator must elevate his or her hands above the level of his or her shoulders in order to grasp the normal steering grip area.
  8. And attach the motorized scooter or himself or herself while on the roadway, by any means, to any other vehicle on the roadway.
